Numerous studies about network breaches over the last 10 years have proven one thing for sure⁠—your government network will be tested for weakness by a hacker at some point in time. According to Statista, in 2018 there were 31,107 cyber security incidents launched against federal United States agencies. Therefore, either you test your network first or hackers will test it for you. While it is your choice, the legal and financial consequences should be far less devastating if YOU test your own defenses.

Unfortunately, there really is no alternative. Failure to adequately test your system dramatically increases threat potential and will expose your agency to unnecessary risk.

While many engineers cringe at the thought of having to test the security architecture because they think the test effort will be difficult, it really doesn’t have to be—if you choose the right test equipment. Pre-deployment testing is about removing the risk and expense of deployment for new security architecture components in the vendor selection phase.


The solution is to use a special purpose tester in a lab environment, like Keysight’s BreakingPoint solution, to accurately categorize the performance of all components in a real-world scenario. These testers generate different types of application data (voice, video, data) to load down a device under test so you can thoroughly understand how the device performs. Automated scripts make it easy to run different types of tests for sustained periods of time.

The end goal is to understand what the performance of the different components really are so that you know how to dimension your components and predict a realistic hardware and programming cost. Vendor specifications for components like firewalls, intrusion prevention systems (IPS), and other devices are often created from idealized test situations. This does not accurately reflect the performance of a given device under load and often leads to under-performance problems in the live production network.


This is where pre-deployment testing for equipment validation delivers many benefits including:

• proper dimensioning of security equipment (e.g. firewalls and IPS)

• cost reduction due to real-world testing of equipment versus ideal lab conditions,

• risk mitigation

• performance and service level agreement (SLA) verification

• encryption efficacy testing

• and cloud security posture testing

Keysight’s BreakingPoint solution can launch user-determined attacks like distributed denial of service (DDoS), viruses, trojans, ransomware, and other types of malware to help you understand how your proposed security architecture components will perform. Once weaknesses are observed, they can be analyzed to determine if there really is a problem and what is just a testing anomaly.
